What part of “mandatory” means “not required”?

Too appalled to comment, but mine workers in Ohio were told attending Romney’s August 14 event was both mandatory and unpaid. From the mine’s CFO, managers “communicated to our workforce that the attendance at the Romney event was mandatory, but no one was forced to attend.”
